Dr. Hila Axelrad | Reichman University

Dr. Hila Axelrad is the Head of the Center for Economic Policy of the Ultra-Orthodox Society at the Aaron Institute for Economic Policy, Reichman University, and a senior researcher specializing in behavioral economics, public policy, and the integration of diverse populations into the labor market. Her work bridges rigorous academic research with extensive applied experience, making her one of Israel’s leading experts on labor markets and social-economic policy.
Her research focuses on understanding the behavioral dynamics of individuals and groups, and on designing public policies that can influence decisions and incentives in ways that reduce inequality and enhance social mobility. She has studied topics such as the integration of women and marginalized populations into the workforce, the impact of regulation and welfare policy on employment, and strategies to create positive incentives for improving productivity and educational attainment.
Throughout her career, Dr. Axelrad has collaborated extensively with government ministries, including the Ministry of Economy, the Ministry of Labor, the Ministry of Finance, and the Prime Minister’s Office, as well as with NGOs and civil society organizations. These collaborations have aimed at developing innovative, research-based policy programs. As the Head of the Center for Economic Policy of the Ultra-Orthodox Society, Dr. Axelrad leads empirical and theoretical studies designed to provide a comprehensive understanding of the challenges and opportunities facing Israel’s Haredi community.
