Col. (Res.) Adv. Lior Lotan | Reichman University

Col. (Res.) Adv. Lior Lotan is recognized as one of the world’s leading experts in crisis negotiation within the security domain, with extensive hands-on experience in managing complex scenarios such as hostage crises, kidnappings, and barricade incidents.
Lotan served as the National Coordinator for Hostages and Missing Persons in the Prime Minister’s Office, acted as a special envoy for negotiations in highly sensitive arenas, and was a member of national level strategic advisory teams.
During his military service, he specialized in special operations and counterterrorism missions.
In addition to his security and academic work, Lotan is active in the business sector, leading ventures in the fields of cyber, green energy, and defense. He serves as a director on the boards of Israeli companies and as an advisor to organizations worldwide.
Previously, Lotan was the Director of the Institute for Counterterrorism at Reichman University and a member of the Board of Trustees at Sapir College.
Lotan holds both an LL.B. and an LL.M. in Law from Bar-Ilan University. He lectures in the graduate program at the Lauder School of Government, Diplomacy and Strategy at Reichman University.
