The Government of Israel provides a range of benefits for Olim, depending on their Aliyah status. Some are given immediately after making Aliyah and some can be used for years after arrival. Here you will find guides to the current rights and benefits, according to Aliyah status.
The Student Authority of the Ministry of Aliyah and Integration aids you with a student scholarship and other individual academic and social assistance, if you are under 27 for BA and under 30 for MA, and start your studies within 3 years of Aliyah date. First application should be made online by November 10th, and renewal applications should be made online by October 1st every year.

The Bituach Leumi is the authority in charge of all social security services including national health insurance (Kupat Cholim). Eligibility for the Bituach Leumi benefits is based on residency and is provided to Israeli residents only, for a mandatory monthly fee (Olim are exempted during first 6 or 12 months). Students who are unemployed pay a reduced student fee.
Internationals are allowed to drive in Israel with their foreign driving license for up to one year. Afterwards they should convert their license into an Israeli one. For instructions how to apply for an Israeli license see here. If you do not have an Israeli ID number, you would need to go in person to one of the Ministry of Transportation offices to receive a number to use for your license.

Every Israeli resident must be registered to the Bituach Leumi by law, and should choose which "kupat cholim" (HMO) he wishes to be a member of. Changing a kupat cholim is possible up to twice a year.
There are 4 kupot cholim – Clalit, Maccabi, Meuhedet or Leumit. All offer the same basic service and medication basket by law, but they vary in their quality of services, variety and availability of doctors and clinics (including private doctors who have agreements with the kupat cholim), and the various upgraded plans each of them offers.
