תחומי הוראה ומחקר

  • ד"ר שירי צמח שמיר היא מרצה בכירה וראש תכנית קיימות-כלכלה וניתוח נתונים וכן יו"ר ועדת ההוראה ב-MERCI ויו"ר הפורום הישראלי לכלכלת סביבה. בעלת תואר שני ודוקטורט בכלכלה בתוכנית המשותפת לטכניון ולאוניברסיטת חיפה.
    מחקרה עוסק בהערכה כלכלית של מערכות אקולוגיות, מגוון ביולוגי ושירותי המערכת האקולוגית, תוך פיתוח ויישום מסגרות אנליטיות חדשניות המשלבות כלכלה, אקולוגיה ומדעי החברה לצורך תמיכה בקבלת החלטות מקיימת. עבודת הדוקטורט שלה התמקדה בהערכה כלכלית של מגוון ביולוגי ובהתמודדות עם בעיות של תחרות על משאבים טבעיים תוך יישום מודלים כלכליים לבעיות שימור, ניהול משאבים וקבלת החלטות רציונלית בתנאי אי־ודאות.
    מאז תחילת דרכה האקדמית עוסקת ד"ר צמח שמיר בפיתוח מודלים חדשים, בשיפור מודלים קיימים ובהרחבת יכולות אנליטיות של כלים כלכליים להערכת מערכות אקולוגיות מורכבות. מחקריה משלבים שיטות מתחום כלכלת הסביבה וכלכלת משאבי טבע, ניתוח עלות–תועלת, שיטות רב־קריטריוניות, ופיתוח מדדים ואינדקסים להערכת שירותי מערכת אקולוגית והון טבעי.
    בשנים האחרונות מתמקד מחקרה בפיתוח ויישום מסגרות אינטגרטיביות להערכת שירותי מערכת אקולוגית ופתרונות מבוססי־טבע (Nature-based Solutions), בדגש על מערכות ימיות, חופיות ויבשתיות, אזורים ים־תיכוניים וממשקי אדם–טבע. תחומי מחקר מרכזיים כוללים השפעות שינוי אקלים, מינים פולשים, ניהול דיג, תשתיות אנרגיה מתחדשות ימיות, שיקום מערכות אקולוגיות ושימור הון טבעי, תוך חיבור בין מחקר מדעי, עיצוב מדיניות ויישום מעשי.
    ד"ר צמח שמיר מובילה ומשתתפת בפרויקטי מחקר תחרותיים רבים במימון בינלאומי ולאומי, ובהם מענקי Horizon Europe, תכניות מסגרת של האיחוד האירופי, COST Actions, ומענקי מחקר של קרנות וגופים ציבוריים בישראל. מחקריה מתבצעים בשיתופי פעולה עם מוסדות אקדמיים, גופי מחקר וגורמי מדיניות בארץ ובעולם, ומשלבים פעילות ממשק מדע–מדיניות ושיתוף בעלי עניין.
    ד"ר צמח שמיר קורסים מלמדת בכלכלת סביבה, כלכלת משאבי טבע, ניתוח עלות–תועלת, הערכה כלכלית של שירותי מערכת אקולוגית, מיקרו־כלכלה ואקונומטריקה, ומנחה עבודות מחקר לסטודנטים בכל התארים.
