The International Institute for Counter-Terrorism (ICT)'s 20th Annual World Summit on Counter-Terrorism will take place from September 10 through 14, 2021 at Interdisciplinary Center (IDC) Herzliya, Israel. This year marks the 20th Anniversary of the ICT’s World Summit, which also coincides with the 25 years since the establishment of the ICT. ICT's 20th World Summit of Counter-Terrorism will focus on the cumulative counter-terrorism knowledge (practical and academic) that Israel has gathered throughout the years, whether confronting different terrorist threats or its counter-terrorism experience in different fields.

 

On the eve of its 74th anniversary, Israel has become a global benchmark for a democratic country facing decades of diverse terrorism challenges by developing new counter-terrorism doctrines, modus operandi, and technologies. These topics and others will be discussed by top Israeli and international experts (scholars, heads of security and intelligence agencies, political decision-makers, and others) in keynote addresses and plenary sessions.

 

Each year, the International Institute for Counter-Terrorism (ICT) at the Interdisciplinary Center (IDC), Herzliya hosts its World Summit on Counter-Terrorism. The prestige and unique combination of academic knowledge coupled with the Israeli Counter-Terrorism experience bring over 1,000 top decision-makers, defense, intelligence and police officials, prominent academic scholars, and security industry leaders from over 60 countries to Israel to participate in ICT’s Annual Conference. ICT's World Summit on Counter-Terrorism has become one of the largest and most influential events in the field of counter-terrorism today. The conference provides a vital opportunity for high-profile experts, practitioners, and decision-makers from diverse disciplines to establish professional relationships and serves as a platform for the formation of international cooperation.

 

This year, the conference will take place in accordance with COVID19 regulations at the time. Sessions will be conducted in a hybrid way, where invited participants who are able to attend in person would be able to do so, and those who cannot, will participate online.

Friday, September 10th, 2021 from 09.00 to 12.00 (Israel Time):
Opening Ceremony & Memorial Ceremony for the Victims of 9/11 and Terrorism Worldwide.

 

Since 2002, the International Institute for Counter-Terrorism (ICT) at the Interdisciplinary Center (IDC), Herzliya has been holding a Memorial Ceremony for the Victims of 9/11 and Terrorism Worldwide. Traditionally attended by an Israeli high ranking government official (usually the Israeli Prime Minister or President), as well as the Ambassador of the United States in Israel, the Memorial Ceremony has become over the years one of the largest commemorative events outside the United States.

 

 

Sunday, September 12th, 2021 from 09.00 to 18.30 (Israel Time)
Keynote Addresses and Plenary Sessions.

 

On the IDC Herzliya Campus, the first day of the conference will open with a keynote address by Israel's Defense Minister Mr. Benny Gantz and will be followed by other addresses from Israeli ministers and heads of security services; leaders of international and regional organizations; security and intelligence leaders; as well as experts and opinion leaders. Special Plenary sessions will be conducted with former heads of the IDF Military Intelligence Directorate, and others looking at Israel's Contribution to Global Security and Counter-Terrorism, The Future of Global Jihad, and Terrorism through a Transatlantic perspective. The day will be concluded by a keynote address of Israel's Alternate Prime Minister and Minister of Foreign Affairs Mr. Yair Lapid.

 

 

 

Monday, September 13th, 2021 from 09.00 to 18.30 (Israel Time)
Keynote Addresses and Plenary Sessions.

 

The second day of the conference will open with a keynote address by Minister of Public Security Mr. Omer Bar-Lev. Additional keynote addresses will be presented by heads of Law Enforcement Agencies (LEAs), leaders of the tech industries, international opinion-shapers, and Israel's security and intelligence leaders. In addition, several special plenary sessions will be organized, including a session with former directors of the Israel Securities Authority (ISA), another one with previous heads of the Mossad, as well as a session on Terrorism and Technology and one looking at the US Counter-Terrorism Policy under the Biden Administration. The day will be concluded with “The Cyber National Directors Dialogue”, which is held in cooperation with the Israeli National Cyber Directorate.

 

 

Tuesday, September 14th, 2021 from 09.00 to 13.30
Keynote Addresses and Plenary Sessions.

 

The last day of the conference will open with a keynote address by Israel’s Minister of Justice Mr. Gideon Saar. It will be followed by additional keynotes and a Special Session with former commanders-in-chief of the Israel Defense Forces, as well as a plenary session on right wing extremism, antisemitism and terrorism.
